In Washington State, power company workers and forest service employees are being murdered. The weapon in each case is a traditional Chinook Indian harpoon. The logical conclusion is that the murderer is a Chinook, seeking revenge because the state government is building hydroelectric dams that threaten to destroy what remains of the ancient Chinook community. Francine Smoholla's allegiances are divided: she is a marine biologist employed by the government, but she is also a Chinook herself, and she hates what the dams are doing to local wildlife.
